Abstract
This paper puts forward an index system of technological innovation ability based on the theoretical study of enterprise technological innovation capability and the excellent performance at home and abroad, and constructs a technological innovation capability model which includes four sub-systems: the input capability of innovation, the process capability of innovation, the output capability of innovation and the environmental support of innovation. Then the racial application effect of the model in 54 enterprises in Hunan is introduced briefly. At last, the conclusion is obtained.
