Social Welfare Service Reform and Development Strategies in China:From Protection of the Weak to Universal Protection of All Citizens

Social welfare service is a part of social security system in China,but it has been lagging behind the development of social insurance and social assistance.In addition,there has been system incomplete,multiple segmentation,system disorders,and function alienation in social welfare service in China and it increasingly does not adapt to overall increase of citizens' needs for welfare service from which ageing population,weaken role of family protection,and social development have caused.The state must encourage the development of social welfare service.Under the leadership of the government,citizens' needs for social welfare service can be fully met through the establishment of complete system,strong protection role,socialized operation,multi-level development of social welfare service.This may let the entire citizen realize the life born with decent and die with dignity.Three major steps and target tasks are suggested to develop from protection of the weak to universal protection of all citizens in social welfare service in China.
