Problems and Countermeasures of Resource Allocation in Higher Education

Abstract
The basic elements that affect resource alloncation in higher education consist of government,markets,institutions and students.The government mode,the market mode,and the institution mode are the basic patterns of resource alloncation in higher education.At present,the problems of resource alloncation in higher education in our country include shortage of resources,lack of clarity of property rights,single mode and the low efficiency in the use of it.Countermeasures should be taken to expand and optimize higher education resources and improve efficiency in the use of higher education resources.
