A Comparative Study on the Regional Innovation Capacity Measurement-Evidence from Resource Inventory in Guizhou

The regional innovation capacity is the determining factor of regional economic development.Synthesizing Regional innovation input capacity,the achievement output and the environmental support,we build the evaluation index system and evaluation model of innovation capacity in Guizhou and take nine cities(regions,areas) as examples to measure their regional innovation capacities.The results indicate that the material element of production is the most contributing factor that poses the innovation capacity and the effect of manpower resources is relatively weak.The innovation achievement output mainly focuses on patent and the proportion of added value in new products is low.Meanwhile,the rate of scientific research transformed into productivity stays low.Social ideas,system,human and culture environment that attribute to improve the regional innovation capacity oriented in allocation of economic and social resources haven't come into being.There is a wide gap of innovation capacity among regions,where Guiyang has absolute superiority.So to enhance regional innovation capacity of Guizhou province,local government should proceed with increasing the input,improving efficiency and optimizing the environment.
