Abstract
With the deepening of our higher education reform in the new centu ry ,the development of higher educational institutes are to set higher requirement s on the teaching management staff. This paper addresses itself to the special p osition and important roles of the teaching management staff in higher education al institutes as well as the qualities they should have and how to improve the q ualities of the teaching management staff,so as to guarantee the improvement of the qualities of teaching.
