This article begins with a brief analysis to the development of coastal economic belt both at home and abroad.It puts forward the concepts and contents of coastal economic and coastal economic belt creatively.Then it describes the strategic value and the economic role of Liaoning's coastal economic belt.In the end,it analyses the role and status of Dalian in Liaoning's development of the coastal economic belt against the reality of Dalian's economic development and comes up with policy recommendations.
