Abstract
This paper first uses the quasi-organization theory to clarify the essential character of industrial cluster,so that it supplies the theoretical basic and analytical framework in studying the cooperative-innovation of the industrial cluster. Then,it proves that knowledge transfer and information share can be seen as an internal-mechanism in the industrial cluster through the game model,simultaneity,cooperative-innovation can be a dominate mode in the industrial cluster.
