Abstract
By analyzing the capital marginal efficiency on both industry and tertiary industry, this paper explains the deviation of industrial investment and output. After knowing it is true that industrial investment is more efficient than tertiary industrial investment, the paper puts forward that the rational standard about industrial structure is equal to the capital marginal efficiency among industries. At last, the author thinks it is the best historical chance to quicken China's industrialization at present, so China should realize digital industry.
