Preliminary Imagine for Construction of Regional Compensation Mechanism of Cultivated Land Preservation

With the rapid development of economy during the last 20 years,comprehensive economic power and people's living levels has been improved greatly in China.However,we are faced with the facts that the quantity and quality of cultivated land have been dropping,Movement of Enclosure can not be banned,the system of total cultivated land dynamic balance has not been really fulfilled,there are enough index of constructed land in developing regions and not enough index of constructed land in developed regions because of the market failure and government failure existed.Therefore,how to resolve the contradiction between cultivated land preservation and construction is one of problems that land management faced now.We need to innovate the systems of land management,to construct the regional compensation mechanism of cultivated land preservation.
