Abstract

The development of the compulsory education system shows that free education is the fundamental guarantee for the implementation of the compulsory education;to ensure some years of free and compulsory education is the prereq-uisite and basis for a fair education;free and fair compulsory education is the core value for the reform of compulsory ed-ucation system in China.
