Abstract
The key to overcome the disadvantage of state owned economy and raise the efficiency of national capital and vitalize national economy is to reform property right system, clarify property right and establish modern enterprise system as soon as possible. This paper discusses how to set up modern enterprise system by analyzing the relation ship between the reform of property right system and the establishment of modern enterprises.
