Study on Types, Formation Mechanism and Countermeasures of Characteristic Agricultural Industry Clusters in Hebei Coastal Region

In order to carry out the arrangement for the construction of coastal development zone and the development of characteristic agriculture put forward byHebei coastal area development planningapproved by the State Council, the field investigations on current situation of industrial clusters of characteristic crop-planting, characteristic fruit industry, characteristic cultivation industry, characteristic processing industry and leisure sightseeing agriculture were conducted. The paper confirmed that the resource endowment induction, industry chain extension, leading enterprise promotion, agricultural cultural heritage, market environment catalysis and government administration boost were the main dynamic mechanisms for the formation of characteristic agricultural industrial clusters. To solve problems of low synergy effect, limited industry chain extension, weak external environmental support, low level of resources utilization and insufficient cluster competitive strength existing in the development of characteristic agricultural industrial clusters, we have to develop characteristic agricultural industrial cluster development plans, build diversified investment systems, innovate industrial cluster development mechanisms, optimize industrial cluster development environment and improve characteristic agricultural products market share.
