Abstract
Considering the popularizing and industrializing development tendency of sports,the author advance the new development theory of martial arts,which is martial arts for all.In order to demonstrate the necessary action of martial arts for all to the development of martial arts,the autho have made analysis the function of martial arts on the development tendency of sports,the evolution of the value function of martial arts,the requirement of national fitness,martial arts cultural inheritance,and athletics martial arts.
