The insufficient supply from market of public goods is an serious obstacle to improve circulation efficiency in China,so it has become basic social consensus that government should participate in supply.According to public goods' characteristics and circulation system's structure,public goods can be divided into pure public goods and quasi-public goods of non-exclusivity,quasi-public goods of non-competitive,and different types of public goods contain many different elements.There are mainly three patterns of public goods supply including market supply mode,enterprise supply mode and joint supply mode.The key to expand the supply of public goods for circulation industry in China lies in perfecting institution system with laws and regulations as the core,increasing the supply of public circulation facilities,strengthening industrial security and food safety and building public service information system.
