Analyzing the Modern Property Rights System in Higher Education Institututions

This paper analyzes the characteristics of a modern property rights system of higher education against the background of diversified investment entities,and puts forward the urgent problems of the perspicuity and the flow of property rights.Meanwhile,according to the economic theories of modern property rights,we give our proposal as to how to build a modern property rights system of universities.In addition,we probe into the approach to a smooth flow of the property rights and the protection measures of the implementation of property rights in higher education.It is proprosed that the government should work out a strategic plan for the flow of property rights among universities,establish a complete flowing system of property rights,and promote market-oriented policies for the transference of property rights among higher education institutions.To implement the higher education property rights system smoothly,on the one hand the government has to transform its functions;on the other,it also has to strengthen the educational legislation and improve the legal safeguard system.
