Abstract
At present,the normative documents are excluded outside of the scope of the administrative litigation generally in both theory and practice fields;but in view of the characteristics of evidence,related rules of the administrative procedure law and the theoretical analysis of scholars in the domain,general normative documents must be treated as the evidence of the administrative procedure law,which is the requirements of both administrative litigation theory and practice.
