Abstract
In this article the changes of traffic forms due to the technology development, the direction of the city traffic development and the necessity of the exploitation of underground traffic are med. Not only analysed the characteristics of the railway and the network of the road in the underground are, but their effect on the city development aw well. Besides, the feasibility and the security of the underground traffic are discussed and the investment and profit of the underground highway network are analyzed. Finally, in this paper it is suggested that in the city planning the underground highway network should be considered .
