Developing democracy within the Party is the natural requirements of the CPC's ruling law,the experience and lessons drawn from the history of the international communist movement.Democracy within the Party is the legal base for democratic administration and the foundation for making democratic and scientific policies.It sets a good example for the people's democracy and it is the driving force of the people's democracy and the power source for strengthening the Party's democratic administration.Strengthening the building of democracy within the Party is a scientific conclusion and an alternative drawn from the process of the building of the Party itself and the careful reflection on the experience and lessons of human history,the socialist construction,and the international communist movement.
