Abstract
The advantages of explain anation system can make the power of knowing what happened,participate power,expressing power and inspecting power implement.We can know the explanation regulations in our punishment system still contains controversy and not perfect places.So if we want to make democracy referred in the 17th National People's Congress implement in administration law,we must make the improvement of the explanation regulations in administration punishment as an urgent matter of the moment.
