Education quality: the responsibility of the government & the university

The higher education massification attracts attention on higher education quality. We should build up a diversified concept on higher education quality on request of diversified social need and various entities. Government and universities should take an important role the process of building up higher education quality. Government should be responsible for setting standards and lowering cost for measurement while universities for focusing on quality. It is important to deal with relations between quality and development, school running characteristics and management. Quality should be integrated in the whole process of teaching and education.
