On the Framework Design of Quality Assurance System of Higher Education

The quality of higher education is the core of the reform and development of higher education,and improving teaching standards and educational quality is the theme of it.Since the 1980s,with the expansion of higher education,quality assurance movement in Europe and the United States thrived,the world's higher education has entered to the era of improving the quality as the central objective.Quality of higher education is a multidimensional concept.Quality assurance system of Higher education is not only a practical problem,but also a theoretical issue.To constructing a School-cored,government-led,society-intermediated system,strengthen quality management,we must promote internal management and external monitoring of the organic integration of higher education.The concept of quality of higher education must be practical and we should develop a diversified system to made the schools,government,social intermediary organizations share the responsibility for it.To achieve this goal,we must adhere to the outlook on scientific development and take educational assessment as a primary means,devote greater efforts to strengthen the system construction,attach more importance to theoretical research.
