Feasibility Analysis on the Rural Public Service Communitization

Issues concerning agriculture,countryside and farmers harass the political,economic and social development of China.And the rural public service is the short board of issues concerning agriculture,countryside and farmers and prevents greatly the solutions for the issues.The Chinese government took actively some measures to increase the supply of rural public service and made some achievements,but failed the desired effect.The rural public service communitization is an important mechanism to increase supply of the rural public service,improve public service resource allocation and solve the rural public service supply problem.In Chinese rural area,there are now conditions for rural public service communitization: Firstly,the policy of rural community construction and its practice lay a foundation for public service communalization;secondly,the rural management system reform and the practices of the balance development strategy of urban and rural areas and new countryside construction provide conditions and opportunities for the rural public service communitization;thirdly,the rural residents' desire for the public service supply near at hand and the strong external pressure imposing on the rural areas by the problems of society,economy,employment and public service supply provide strong force for the rural public service communitization.
