Abstract

The concept of publicity may not only provide the theories of new public service with deep-leveled situational ethics and administrative value,but also make these theories exceed the traditional bureaucratic administrative system and the new public management. Having drawn lessons from other countries,China's 30-year administrative reform has shown a theme that the publicity of government is becoming more and more prominent. The popularity of service-oriented government has proved the necessity of the return to primitive value of publicity.
