Abstract

From the Hundred Days'Reform in1898 to the founding of the People's Republic of China,China tried to develop a modern political system.This progress went through several stages.In the first stage China learned from Japan and west countries,then from the Soviet Union.Later the Nan king Government carried out the system of political tutelage,the wartime system and the constitutional system.In the revolutionary base area,the Chinese Communist Party established the soviet system,the democratic regime of the Anti-Japanese War period and the people's congress system.From this process we can see that China should solve the problems of how to learn the political system from the west countries and how to carry out the universal values in China.We should emphasize the social transformation,the organization of political power at the grass-roots level,the relationship between the regime and the people.We need a powerful party and government as the leader of the modernization of Chinese political system.
