Resource Integration and Mechanism Innovation: Amplifying Party Construction Effect in Communities

With the downscaling movement of city management gravity center, more and more regional work, social work, mass work and public work begin to be undertaken by communities. Thus, the important subject for basic party building is resource integration and mechanism Innovation —making four principles ‘serving masses, rallying public support, perfecting management and maintaining stability’ throughout all Party activities in neighborhoods and communities, making the Chinese Communist Party play the role as the core of leadership in building the civilized and harmonious to amplify Party construction effect in communities. Following the guidance of the spirit of the Fourth Session of the Seventeenth Central Committee of the Party, this paper investigates party constructions in communities of Congchuan District, Nantong City, and studies the way to integrate the resources and innovate the mechanism, which is the integration of the organizational resources and the innovation when running the coordination mechanism to enhance the party construction cooperation in communities; the integration of human resources and the setting up of the extensive participation mechanism to stimulate the internal vitality of party construction in communities; the integration of material resources and the building of safeguard mechanism for the people to consolidate the material foundation of Party construction in communities; the integration of cultural resources and the innovation of the party’s influence mechanism to enhance the effect of party construction in communities; and the integration of the information resources and the innovation of the active participation mechanisms to expand the new road of party construction in communities. Thus, it will raise the community service capacity and scientific level of basic party construction, and finally amplify Party construction effect in communities.
