Abstract

This paper analyzed the spreading process of the new rural pension policy,and found that both the primary executive body and the peasantry benefited from the process respectively and the policy is also carried out to a least extent.The mechanism is the institutional energy,namely policy structure and interaction pattern between the primary executive body and the peasantry,which drove and finished up the collusion.
