Analysis on Effects of the Local Government Fiscal Subsidy Policy of the New Rural Social Endowment Insurance :Case of Xinjiang's Pilot County for the New System

Fiscal subsidy is the distinctive feature that marks the new rural social endowment insurance from the old one.It is the key to establish the new rural social endowment insurance system.Local government subsidizes the entry payment as well as the pension repayment that had positive effects.An analysis and calculation fiscal subsidy policy and data of xinjiang's 56 pilot county discovery that the fiscal subsidy policy on both entry payment and pension repayment is better.However,there are some problems yet such as the gap in fiscal subsidy is big and the financial subsidy affordability of poverty county is weak.Therefore,it is necessary to clear the responsibility of financial subsidy between the central and local government and by using scientific and rational fiscal subsidy policy make it play better effect in the new rural endowment insurance implementation process.
