On the Strategic Concentration of Comprehensive Promotion to the Rule of Law

With even important position in the political,economic and cultural life,the ruling party has been more confident in improvement of governance systems by law and the abilities for government since the policy to strengthen the construction of democratic legal system was determined by the ruling party on the third Plenary Session of the 11 th CPC Central Committee. The 15 th National Party Congress has set the general plan for building a socialist country ruled by law. Socialist legal construction became the strategic issues of national modernization construction. To advance in an all- around way the building of a socialist country based on the rule of law,we should address foreign rule- of- law diplomacy and place greater emphasis on changing governance in the process of deepen reform to build the socialist system of laws with Chinese characteristics and the modernization of the governance systems and the abilities for government. In other words,the policy of comprehensive promotion to the rule of law to build the nation of laws,a law- based government and society ruled by law is not a tactical issue. Based on the national destiny strategic consider,the rule- of- law is placed as the basic way of governing. We should study the decision on 18 th the fourth plenary session hard,so that we can understand and carry out it.
