Abstract
The paper points out that the whole process project management is the only way for the supervision enterprises in our country,and the supervision enterprises should be shunted for the holosystemic project management enterprises by its own development and by the merge and joint venture,and indicates several strategies for the shunt of the supervision enterprises,so as to achieve the total management in its true sense.
