The university security management is a complicated system;a single university safety responsibility system has been unable to meet the safety management in all areas.Colleges and universities must construct the university security responsibilities system of unified leadership of the school,functional classification management and fully responsible of the secondary units by the principles of hierarchic responsibility,category management,post responsibility,through the full implementation of target management system,and ensure the effective implementation of the university safety responsibility system.
