Abstract

Establishing long-time effective operational mechanism of the Party system in the departments and secondary colleges in universities is a supporting point for the objectives of the three represents.The department and secondary college Party organization is the basis for the university management.With the promotion of strengthening the competence as ruling Party,how to effectively implement the Party system in departments and secondary colleges has become an important topic for discussion.
