A Pattern of Relief,Development and Prevention: the Development and Evolution of the Anti- poverty in Contemporary Minority Areas——A Survey of Concentrated Poverty-stricken Areas in Guizhou

In modern times,concentrated poverty in minority areas is one of the most important issues that cannot be avoided in the social and economic development of Guizhou. Before the liberation,poverty was common in minority areas of Guizhou. After the founding of new China,relief was the key form for poverty alleviation,but frequently in the form of temporary disaster relief.Since the implementation of the reform and opening up,anti- poverty in minority areas has met its opportunity along with the fundamental change of the rural land property rights. The change,however,cannot meet the situation of poverty in minority areas of Guizhou. The findings lead to the conclusion that a pattern ofRelief,Development and Preventionshould be implemented for the anti- poverty.
