Structural Reforms and Choosing a Development Strategy for the Mining Industry in China

Mining activities should be categorized as primary industries and considered as an exclusive industry. There are two goals for development of the mining industry: First is to harness material and energy; second is to create opportunities for employment. The current development strategy of the Chinese mining industry involves considering the domestic mining industry first and foremost, followed by an emphasis on the development of domestic mining industry and utilization of resources beyond the boundaries of China. The paper proceeds to discuss some thoughts for structural reforms of the mining industry.
