Abstract
The development of smart distribution grid strongly depends on the establishment of reliable communication platform. Nowadays,communication between stations is increasing rapidly and real-time data of the whole network is required,which SCADA and WAMS could not provide. This paper proposed a method to upgrade SCADA into dynamic SCADA by installing a new equipment called dynamic RTU. On this basis,the paper built a prototype system and proposed an analysis of the traditional implementation of IEC104 protocol communication and pointed out its shortcoming. And implementation of the non-blocking 104 protocol communication using the non-blocking implementing method significantly improves communication performance in the dynamic SCADA.
