This paper briefly concluded the main characters of the theoretical progress on urban system planning in different stages, and then analyzed the current achievements as well as its problems of urban system planning. Based on the background of globalization and the new international division of labor, the paper puts forward a new way of urban system planning that taking the metropolitan area as the core, which based on the metropolitan theory.
