Abstract
Full scale promotion and implementation of quality education is an major policy of the Party's Central Committee and the State Department. In order to implement the policy, we must fully comprehend the meaning and characteristics of quality education,and are aware of the distinction between quality education and examination oriented education with respect to their immediate and ultimate goals, in order that we can establish specific measures to provide quality education. This paper begins with a comparison of quality education and examination oriented education, and then relates quality education to human resources development and the overall development of the person. The author feels that in order to provide full scale quality education, it is crucial that educators have firm belief in the education concept, that a number of practices in the present educational system be improved, and that the quality and quantity of teachers be enhanced.
