Administrative Accountability: An Effective Containment Mechanism of the Empty Administrative Responsibility

The administrative accountability through omni-directional,multi-level surveillance and improvement of government management has promoted construction of a responsible administration and remoulding of government's accountability.In our country,there is misunderstandiing of administration's activities among citizens;there is also misplacement of roles of the public servantand general public;and administrative accountability safeguard mechanism is weak.Therefore,in order to contain empty administravite responsibility behavior,it is necessary to set up a correct concept of government's accountability,to clarify role of government,and to construct administrative accountability mechanism.
