Abstract

Political development is a positively-oriented change. In the late Qing Dynasty, there was a hard practical process of political development ideologically originated from abroad, such as Westernization Movement, the Reform Movement of 1898 and the New Constitutionalism. However, all these initiatives finally failed because of many politically checking factors like the specific social formation at the time, the outdated consciousness and intolerance of the ruling group,as well as the turbulent political situation. It is useful to study and draw experience from the historical practice at that period of time in order to promote political development in China nowadays.
