Game Behavior Analysis About Different Stakeholders Between Agricultural and Non-agricultural Uses

Along with china's social and economic development,urban expansion and growing demand for construction land caused by agricultural and non-agricultural uses was particularly prominent in recent years.That seriously affected china's food security and ecological security.Therefore,starting from the decision of the main acts,the problem of agricultural and non-agricultural,for the normal advance of urbanization and the effective protection of agricultural land has important practical significance.This article analysis Behavior tendency about different stakeholders.The results showed that:①The central government should increase rewards for farmland protection and to enhance punishment violations.Inhibition rate of land conversion,reduce the idle and waste land resources;②The central government and local governments should improve relevant policies,narrow the differences between urban and rural land prices,improve the standard of land compensation,gradual establishment of a fair compensation mechanism;③Local governments should focus on find land resources,activating the existing resources and reduce encroachment on agricultural land,to control the pace of land conversion and to achieve the sustainable and reasonable use of land.
