This paper analyzes the factors which affect the capacity and level of service of the single signalized intersection , reveals the pattern how the capacity and delay change with the changes of the cycle , draw a reasonable extend of a optimum cycle , put forward the traffic management measures when the intersection is saturated or oversaturated .The conclusions may have referential effect on the traffic management practice in urban.
