The old City Planning Act can not meet the need of a sound and rapid urbanization.Urban and Rural Planning Act regulate the deed of permitting,examining and approving,and enforcing of land,perfect the commonweal of constructing projects plan which is related with the investing system and land managing.Land planning is not the same with land use planning,and it can not replace its status in the whole planning system.So making the village land use plan is the central task.Urban and Rural Planning Act formulates the examining and approving process and revising process of different plans,enforces the responsibility of all levels of governments and planning offices to organize and make the plans.
