Construction of a Balancing and Checking System between Academic Power and Administrative Power at Universities

This paper analyzes the existing problem in balancing and checking academic power and administrative power at universities,and points out the importance of establishing such system.This paper also suggests establishing a management system which separates powers,checks and balances between academic power and administrative power to realize the dialectical unity of academic power and academic responsibility,encouraging academic power to foster the concept of Management is service,building up and improving a restricting and supervising mechanism,and constructing a sound mechanism balancing and checking between academic power and administrative power at universities.
