Abstract
The 16th Party's Congress put developing socialist democratic policy and constructing socialist political civilization as the important goal of constructing well-to-do society.It's the first time for the Chinese Communist Party presenting constructing socialist political civilization. It's the certain request for our modernization in the new-century.Political civilization construction has tight relationship between China's Party system.This article analyzes the tight relationship between political civilization and China's Party system,and argues that insisting and perfecting China's Party system is the key of constructing socialist political civilization.
