The leadership of the communist party is the fundamental guarantee of the socialist political civilization. The inner-party democracy is inherently penetrated in the process of the construction of the socialist political civilization. There are three ways to approach the final target of socialist political civilization which are the development of inner-party democracy, the construction of the party within the system, the development of the inner-party democracy. The promotion of the construction of the political civilization by the inner-party democracy is not only the essential approach, but also the key task of the construction of socialist political civilization.
