Abstract
Based on analysis of the features and causes for China's industrial product surplus, the author of this paper puts forward 4 strategic countermeasures for improving its industrial structure, namely, to strategically reorganize the state-owned industries to incorporate the rural industry with the urban industry, to radicate the industrial strategy of upgrading the industrial structure with IT industry playing the leading role.
