Debate over High Quality and High Technical Ability:One of the Issues about Training the Higher Vocational and Technical Personnel

The higher vocational and technical education is a specified type of school education in development of higher education in China.There exist many issues to be studied and probed.This paper expounds and technical ability,the orientation of training higher vocational and technical personnel,suggesting that quality of qualified personnel should be of a comparatively perfect inner structure,quality is made up of moral integrity,knowledge and ability,quality and technique are inseparable.The high technical personnel must love their career and have sustainable learning ability,and their training needs involvement of society,especially of enterprises.Only in this way can preferable situation for the Grand Vocational Education be formed.
