Abstract
Modern higher education shoulders the responsibility of training qualified personnel of higher level. Views on education should be converted in higher education to meet the challenge of new technical revolution and heated international competition. Quality education should be stressed. New patterns for training personnel should be reconstructed. Traditional idea of ‘training special personnel' should be changed into ‘all-round education'. Traditional ‘personnel of knowledge' should be changed into ‘personnel of knowledge-ability-quality'. The author puts forward his ideas on how to find out the point of tangency of quality education and pioneering personnel in the reform of higher education and then how to strengthen the development of university students' comprehensive quality and ability so as to improve their flexibility and ability to adapt themselves to society.
