Abstract
China's economic growth post-crisis era to rely on consumption,investment and export driven synergies,the consumption of rural residents do not affect consumption growth has been a busy main reason.Because the slow growth of rural incomes,rural social security system is not perfect,poor rural consumption environment,inadequate rural infrastructure and other factors,the energy consumption of rural residents is difficult to release.Been introduced in the central active fiscal policy,fiscal spending on agriculture,rural areas and farmers has become increasingly more inclined,is conducive to lift the various restrictions the fetters of consumption growth in rural areas,so that the energy consumption of rural residents will be released gradually.
