Abstract
A two-level model, which includes eight upper-grade indicators and forty-eight lower-grade indicators is set up to evaluate the high-technology competitiveness of 16 Chinese cities. The top four of them are Beijing, Shanghai, Shenzhen and Guangzhou. The strengths and the weaknesses of the four cities are compared and the suggestions are provided for further development in high technology industry.
