Abstract
Technical barrier to trade(TBT) has been a very important factor that influences the development of international trade. This essay makes a deep analysis and argument of its double effects on international trade in the view of the formation and intrinsic characters of TBT. It will be concluded that, on one hand, the is reasonable. That is, it is to realize regulated legal targets and to protect the member's essential interests. On the other hand, the governments of importing countries always make their efforts to do trade protection when it comes to practice. For the exporting side, in the same time of utilizing the WTO to inhibit unreasonable TBT, they should pay more attention and adapt readily to the new changes of market demand provoked by TBT. Coordinately, the WTO should ameliorate TBT Agreement in order to mitigate the malignant effects of on international trade.
